I want my OC high school students to use more complex language

How am I going to help them achieve it?
We use a Task-based curriculum and there are no grammar / structure / functions taught. The students engage in meaningful communication with a set goal e.g. design a new school / plan a trip. We hope that by using English meaningfully they will have a chance to use the grammar they learn in the English I and II classes and so improve their English speaking ability. Students are graded on the complexity of their speaking (as well as fluency, accuracy and use of communication strategies) They also do cooperative dialogue writing to try to get them to focus on longer / more complex English. Still, their oral production is generally very short – one or 2 words. Students seem to use the minimum amount of English to achieve the lesson goal. I’m not sure how we can help our students improve more. Help!

How am I going to assess their success or failure?
We observe and grade the students often so its easy for me to get data about the students performance. Their grade reflects the complexity of their English so by looking at grades I can put a number to students difficulty. Its not very high at the moment!

Any ideas?
